Uganda Advances Locally Led Adaptation to Boost Climate Resilience

 

 

Kampala, Uganda – Uganda is making significant strides in locally led adaptation (LLA) to enhance climate resilience at the sub-national level. A recent regional engagement brought together key stakeholders, including government ministries, departments, and agencies, as well as partners like UNCDF, Ireland, and FAO, to strengthen coordination and scale up climate action through the LOCAL mechanism.

The workshop convened 12 District Local Governments (DLGs) from across the country, including Napak, Moroto, Kotido, Agago, Kitgum, Nabilatuk, Nakapiripirit, Bulambuli, Bukwo, Pallisa, Bukedea, and Butaleja.

Participants received practical lessons on preparing Climate Risk and Vulnerability Assessments (CRVAs) and District Climate Change Adaptation Plans (DCCAPs), as well as guidance on aligning local investments with Uganda’s national and global climate commitments, including the Nationally Determined Contributions (NDCs).

The Climate Change Department (CCD) presented the DCCAP guidelines and CRVA methodology, reinforcing principles of locally led adaptation. The workshop also provided an overview of LOCAL+ and the use of the Performance-Based Climate Resilience Grant (PBCRG), strengthening understanding of core climate adaptation concepts.

This initiative is part of Uganda’s efforts to empower local governments as key drivers of climate adaptation, ensuring local investments contribute meaningfully to national priorities and global climate goals. LOCAL has now expanded to 24 DLGs, with USD 38.6 million mobilized to support local climate resilience. Additionally, Ireland will provide technical support to 14 DLGs to undertake CRVAs.

Uganda’s commitment to locally led adaptation is expected to enhance climate resilience, promote sustainable development, and improve the livelihoods of vulnerable communities. The LOCAL mechanism is a key component of this effort, providing a framework for local governments to access climate finance and implement adaptation projects.

The success of this initiative is attributed to the collaborative efforts of government ministries, development partners, and local governments, highlighting the importance of partnerships in driving climate action in Uganda.
