AGN Chair Urges Delivery of Climate Finance for Africa

ADDIS ABABA, April 30— The Chair of the Africa Group of Negotiators on Climate Change (AGN), Nana Dr. Antwi-Boasiako Amoah, on Thursday called on global partners to move beyond climate pledges and deliver predictable, accessible financing to support Africa’s priorities.

Speaking at the 12th session of the Africa Regional Forum on Sustainable Development 2026, Amoah said Africa’s top demand is “implementation finance,” including funding for adaptation, resilience, loss and damage, and green industrialisation.

“Africa’s message is implementation finance, not more pledges,” he said, urging that climate funds align with national plans such as Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs).

He called for outcomes from upcoming global processes, including the Fourth International Conference on Financing for Development and COP30, to deliver grant-based and concessional finance that is predictable and accessible.

Amoah warned that climate impacts, including droughts and floods, are intensifying across Africa, affecting millions and increasing pressure on governments.

The forum, held April 28–30 in Addis Ababa, focused on accelerating progress toward the United Nations Sustainable Development Goals and African Union Agenda 2063.

African negotiators have repeatedly called for a shift from commitments to delivery, arguing that timely finance is critical to implementing climate plans and supporting sustainable development.
