Special Envoys Urge Unity and Action at COP30 Climate Summit

 

Belém, Brazil – Seven Special Envoys for strategic regions have expressed their support for the COP30 Presidency and urged leaders to take decisive action to address the climate crisis. In a letter released during the Belém Climate Summit, the envoys acknowledged progress made through the Paris Agreement and Dubai Consensus, but emphasized the need for further advances in light of the Global Stocktake.

The letter highlights the “triple gap” in climate finance, adaptation, and mitigation, and stresses that these bottlenecks cannot be resolved solely through revisions to Nationally Determined Contributions (NDCs). Instead, tangible policy measures are required to unlock large-scale investments and reduce financing costs. The Baku to Belém Roadmap is cited as a key vehicle for developing innovative solutions to address these challenges.

“We must work together to bridge the triple gap in climate finance, adaptation, and mitigation,” said Adnan Z. Amin, Special Envoy for the Middle East. “The Baku to Belém Roadmap offers a way forward for large-scale investments and reduced financing costs, but we need concrete action from leaders to make it a reality.”

The Special Envoys also warned of the growing threat of climate disinformation, emphasizing the need for coordinated responses, collective strategies, and reinforced regulatory frameworks to combat its spread. “Climate disinformation is a major obstacle to climate action, and we must work together to address it,” said Carlos Lopes, Special Envoy for Africa.

The letter was signed by Adnan Z. Amin (Middle East), Arunabha Ghosh (South Asia), Carlos Lopes (Africa), Jacinda Ardern (Oceania), Jonathan Pershing (North America), Laurence Tubiana (Europe), and Patricia Espinosa (Latin America and the Caribbean).

Background:

– The Paris Agreement was adopted in 2015 and aims to limit global warming to well below 2°C and pursue efforts to limit it to 1.5°C above pre-industrial levels.

– The Dubai Consensus was reached at COP28 and emphasizes the need for urgent action to address the climate crisis.

– The Global Stocktake is a process that assesses collective progress towards achieving the goals of the Paris Agreement.

– The Baku to Belém Roadmap is a framework for developing innovative solutions to address climate change and reduce financing costs.
